My name is Marlene Morin, candidate for City Councilor at Large. I am a candidate because we need a councilor who is willing to review and study the budget of every city department looking for issues such as those recently discovered and reported by the Matrix Consulting Group in its review of the Public Works Department. See pages 39 and 40 of the report at http://Northamptonma.gov/DocumentCenter/View/5324 . One of the issues the report identifies is the effect of over estimation on the water and sewer rates. The report states that they found a consistent pattern of “substantial amounts of overestimation” of budgetary needs by the PWD. “Another concern in the overestimation of budgetary needs, particularly in the enterprise accounts, is that the budgeted amounts are used in the calculation of water and sewer rates. With such large volumes of unspent funds, this may be inflating the rates unnecessarily. The rates should accurately reflect the cost of service”. I offer this information in order to bring attention to the probability of similar problems in other departments. If I am elected I will work to fulfill this charter mandate.
